The transformation barrier
The World Economic Forum's Future of Jobs Report last year asked thousands of global employers what was blocking their ability to transform. Skills gaps came first - fair enough - we can always get a little bit better at what we do.
Second - ahead of outdated regulation, inadequate technology, and inability to attract talent - was organisational culture and resistance to change. Cited by almost half of respondents.
Yet, culture consistently receives the least investment of anything else on that list.
That's because naming culture as the barrier means naming the people who built and oversee it. And those people are, almost without exception, the same ones deciding where the budget goes.
Ignorance or convenience?
